Two illegals with a direct line to Cuba!

How would you react if you are on the board of directors of your association and you would find in the Action Packet for the next board meeting a proposal for the Annual Janitorial Service contract that contains such items as:

• Two strangers and a supervisor                                                                                                   Annual Fee $ 53,000.00
• Two illegals with a direct line to Cuba                                                                                             Annual Fee $ 32,000.00
• Two old people -- One with one foot, the other can't hear and only has one eye                    Annual Fee $ 27,500.00

Just in case you're asking -- no, the meeting is not on April Fool's Day, so it's not just a cruel joke. There is not really any excuse -- it just shows the attitude of the person who wrote that proposal. 

Any excuse? I couldn't find one! Is that the way business is done in Florida?
